I 've been really wanting to create an Ornate Bow deck for Wendy ever since Ornate Bow was released, because Ornate Bow is actually the only viable weapon for her (apart from Fire Axe which requires you to stay broke all the time and even that is actually semi-viable). The problem that arised whenever I tried is that because of the fact that Ornate Bow takes up both hand slots, investigation options in the forms of Flashlight and Lockpicks were ruled out, so it would be pretty hard for an Ornate Bow Wendy to be able to investigate. Now, that the whole cycle has been released though, investigation options for Rogues and Survivors have increased, so I think now it is possible.
So, how does this deck work? Ornate Bow for enemies, Skeleton Key, "Look what I found!" and Winging It for clues. Since both Ornate Bow and The Skeleton Key are very action-consuming cards Leo De Luca is necessary. And we need to get both the Bow and the Key (and Leo of course) out as soon as possible. So how do we do that? We have tools. First of all, Take Heart will draw us cards (repeatedly if we use it in conjunction with Try and Try Again). Then, Rabbit's Foot (3) will allow us dig for them. But the star of the show is the combination of Rabbit's Foot (3) with Double or Nothing: Say you investigate a shroud-4 location. Throw your Double or Nothing and 4 becomes 8. Say you draw a "-2". Wendy's of 3 means you 've failed by 7. That means you can use Rabbit's Foot (3) in order to dig into 7 cards from your deck!! Now add Try and Try Again into the mix and you can take your Double or Nothing back after this test fails! So, with Rabbit's Foot (3), Double or Nothing and Try and Try Again, you can just go failing tests hard in order to dig for cards from your deck!! And you can do it repeatedly, as long as you have these cards!! And after you 're done digging you may use Double or Nothing for whatever other purpose you may want!
At this point, I'd like to thank @Littlepoo for his awsome idea of using this combination of cards, which is incredibly useful for this deck in order to find your key cards. And as you can guess, that's super useful to locate The Skeleton Key!
As we said, Ornate Bow is our damage dealer and, of course, we have cards to support it. Scrapper can help you boost your during an attack with it, Narrow Escape will allow you to rearm it without getting attacks of opportunity, Cheap Shot will help you deal easily with 1 or 4-health enemies (and can also be boosted by Scrapper), Double or Nothing, apart from its prior use, can help you one-shot big-health enemies and "Watch this!" can boost your economy during an attack with it, especially if combined with Double or Nothing.
About investigating, as we already said, you have your ways to find The Skeleton Key, which is the most important investigation tool. Other than that, "Look what I found!" will help with difficult locations and Winging It can get you a fair amount of clues multiple times (since it recurs itself). Note that when Winging It is combined with The Skeleton Key, you 're investigating a shroud-0 location and that means you only fail on a , so you can throw your Double or Nothing there for 4 easy clues, which is fantastic.
Other Upgrades:

Will to Survive: This card is just too good not to take. Can help a lot with investigations, if you 're missing your Skeleton Key and it can make those Ornate Bow+Double or Nothing shots more feasible. Great card overall. Not absolutely necessary, but it's a big boon.

Emergency Cache (2), Lucky! (2): More draw. We need this.

Relic Hunter: This will allow you to have both Rabbit's Foot (3) and Wendy's Amulet in play. Not really great, but it's useful, especially if you get Will to Survive.

Try and Try Again (3): This is optional. If you find yourself using up those "tries" often, then it is a good option.

Pay Day: We have Leo De Luca, so this card is worth consideration. It can be a nice replacement of "Watch this!", but you may want to keep "Watch this!" because of its synergy with Double or Nothing. If you don't like going fancy though, Pay Day is definitely a good upgrade.
- Leo De Luca (1): Useful, but of low priority. We have better upgrade options, so this should probably be your last choice.

Jan 09, 2019Note - Skeleton Key always sets the shroud to 1 so Winging It won't then reduce it to 0. Love the double or nothing/rabbits foot/try try again combo, very nice. |

Great write up and description! Lots of great details. Still has room for another 7 exp before you have to add another basic weakness.
