This deck is based on manipulating the encounter deck to try and have Luke draw enemies when he is in his dream gate so they get obliterated and otherwise just managing the encounter deck. The deck name is a reference to the fact that this is helped immensely by Luke being the lead investigator and drawing from the deck first.
A lot of your work is going to be around using your Gate Box with your Scroll of Secrets and Scrying to put enemies on top when you can to effectively negate that encounter card draw. This will be supported by using a couple of tricks like Eldritch Sophist Enraptured and Correlate All Its Contents to keep those things up and running.
You have a couple of backup options to stretch out your effectiveness as well. Namely, Antediluvian Hymn Parallel Fates and Alyssa Graham. To help round our the encounter control, there are a couple of additional protection, Ward of Protection and Dr. William T. Maleson.
Not a lot of enemy management other than via the encounter deck, but there are some tricks to help with clues. Vantage Point and Seeking Answers allow you to use your gate to help with getting clues, while Clairvoyance and Read the Signs help you leverage your intellect for clues. Clairvoyance is also here as a charge source for Eldritch Sophist to use.
Drawn to the Flame is the fun card that brings it all together. You can setup the encounter deck to have an enemy on top, go into the Dream-Gate, use Drawn to the Flame as if at a connecting location, draw the enemy, when it attempts to spawn in your threat area, it is discarded, and then grab the clues from the connecting location. Note: this won't work on an aloof enemy as they would spawn in the connecting location "as if" you were there.
Holy rosary is basically a placeholder until you can get Eye of Ghatanothoa.
I put both Arcane Research and Down the Rabbit Hole because I think you have just enough spells to upgrade to make it worth it, but it could end up depending on how much xp you get in a given scenario.
The other key upgrade outside of leveling the cards in the deck already, is probably de vermis mysteriis, so you can use some of your events again for either more clues or more deck control.
