My friends and I have played Murder at the Excelsior Hotel two times now as a stand-alone scenario. This deck is my next attempt at it, and my second time playing Minh (ever).

My idea is to stay with another player to support them with skill cards (except Rise to the Occasion), to get clues, and to deal with the "Innocent" enemies that appear in this scenario. Out of these three objectives, the first and third are probably more prioritized than the second (getting clues).

For support: stay at the same location as teammates and commit skill cards. Basic Minh move. This deck is originally based off the "Minh for the Win; Draw your Deck to WIN" deck. Keep playing the neutral cards to succeed and draw more cards, the Laboratory Assistant, and Preposterous Sketches to cycle your entire deck. Staying at the same location as at least 1 other teammate is also tied to the "deal with Innocent enemies objective."

Get Clues: in my team, Minh has the highest skill, and this scenario has an emphasis on getting an abundance of clues. I was torn between playing Minh and Rex for this, but decided to stick with Minh in this 4-player game. More teammates to support = Minh has more value in my mind. If we were doing 2-player, I might do another investigator.

Deal with the 'Innocents': Fine Clothes makes the parley check with the Hotel Guests and the Arkham Officers very easy. These Innocent enemies are a big hurdle, as they accelerate the doom clock greatly, and killing them creates adverse affects in the Chaos Bag as some tokens trigger bad effects if you've killed an innocent and put them in the victory display. Fine Clothes worked out pretty well for me in my second playthrough. Someone in the party with good stat should probably take it, if not Minh in this deck. The other main way of dealing with the Innocents is to get out Disc of Itzamna and Scavenging. Arkham Officers spawn on the person who drew them, so if you or the teammate you are sticking with draw one of the 1-2 officers (1 in my 4-player team case), you can use Disc of Itzamna to send him to discard, which DOES NOT send him to the victory display, and thus avoiding the bad stuff in the bag. Later, you can get Disc of Itzamna back via Scavenging. You can also do this for the Hotel Guest, but they spawn at specific locations, so you need to be aware of your own placement.

Alternatively, I thought about using the 2XP Survivor card: Close Call. This might be better for dealing with the Arkham Officers because you can parley the officers to evade them, then use A Close-Call to get them shuffled into the deck. The benefit of this is that at least 1 Arkham Officer starts Agenda 2a in play, so you can't Disc him away. The downside is that you can't retrieve A Close-Call with Scavenging because it's an Event, not an Item.

Other notes: I replaced Mind over Matter with Rise to the Occasion because they have the same use-case, Rise to the Occasion is free, it benefits from Minh's reaction ability, and it can help break "The King in Yellow" reaction.

This deck could probably be better because I am not a veteran at this game, and my card collection only includes Revised Core, Dunwich Legacy, and Carcosa.
