Use Investments, Lone Wolf, "Watch this!", Emergency Cache, and Leo's ability to keep the resources flush.
Use Venturer to help keep Flashlight and .45 Automatic full, and maybe even speed up Investments.
This has a large number of allies to make use of Leo's ability, with Beat Cop and Venturer being non-unique when Mitch Brown is out.
Eventual goal to upgrade into Agency Backup.
