Harvey can draw a lot of cards, but he doesn't do much else. He has a good stat line for finding clues but is pretty weak over all. Well, thank God he is part of a team! Normans ability gives him the opportunity to help out the other investigators and especially Rita will need this! Follow here around, using short cuts and path finder and let her draw a lot of cards as well and watch her come in to her full right. When you get versatile you can go for a Safeguard as well. Alchemical Distillation and Deep knowledge will help her get the needed cards and/or money.

Harvey in the mean time can find all the clues he needs and then some, use your Allies as arrow fodder, you will cycle your deck anyway and there are always new grad students, they are expendable!

When upgrading, there isn't really a super important path to go but i'd probably go for the eon charts first. Hiking boots and Death XIII are probably also good early on. Higher Education is always good, of course, and you will probably have alot of cash and cards to throw around.

In conclusion; This is a support deck and not that hilarious to play in it self, but arkham is a co op game, and some one has to be the support, right?
